Outlook sends email with wrong time. I'm having the same problem with my time stamp in Outlook. I've checked the time zone settings and DST settings in the control panel and inside Outlook.
-->Symptoms
The Sent time stamp on email messages may be incorrect when you sign in to Outlook on the web (formally known as Outlook Web Access or Outlook Web App) in a corporate messaging environment. Additionally, the time on meeting requests may also be incorrect.
Cause
This issue can occur if all the following conditions are true:
- You are in a region that does not follow daylight saving time (DST).
- The server that is running Microsoft Exchange Server where the mailbox is hosted is located in a region that follows DST.
Resolution
To work around this issue, set the time zone on the Exchange Server to a region that matches the Coordinated Universal Time (UTC) zone of the country where the server is located. Make sure that the UTC zone for that country does not follow DST.
You may also have to set the time zone in Outlook Web Access or in Outlook Web App. To do this, follow these steps, as appropriate for your situation.
Microsoft Exchange Server 2013
- Log on to Microsoft Outlook Web App.
- Click Settings.
- Click Options.
- Click Settings.
- Click Regional.
- Under Current time zone, click the time zone that you want.
Microsoft Exchange Server 2010
- Log on to Microsoft Outlook Web App.
- Click Options, and then click See All Options.
- Click Settings.
- Click Regional.
- Under Current time zone, click the time zone that you want.
Microsoft Exchange Server 2007
- Log on to Microsoft Office Outlook Web Access.
- Click Options.
- Click Regional Settings.
- In the Current time zone box, click the time zone that you want.
More Information
This issue does not occur when you use Microsoft Outlook because Outlook uses the time zone information from the client operating system.
2nd PC with Outlook works just fine
I forgot to mention, I did email tests to see if the time stamp was from the mail server SBC. On another PC hooked to the same router I can send emails using outlook with no problems. The computer setup is the same minus the mother board and CPU speeds. Windows XP, Outlook 2003

Check for DST
One thing to look at...
In Outlook go to Tools - Options. On the Preferences tab, click the 'Calendar Options' button. On the next screen, click the 'Time Zone' button. Check her Time Zone settings. Is 'Adjust for Daylight Savings Time' checked? If not, check it.

I found the DST Problem is with XP SP1
The mother board that was being used had a conflict with SP2, and SP2 has a fix for the DST problem. (Read on Microsoft) There is a manual way where you have to load some tool to update the time zones. My friend opted to update the Motherboard and CPU instead, to be SP2 compliant. I thought this was the best way. Thank you for your help.
